Summary
Today, the way of threats arise and areas containing risks have changed, especially terrorist attacks on civilians and living areas. Soft targets, have become risky places that can deeply affect countries. Terrorists are especially turning their attacks to attract public attention and, in particular, carry out attacks on entities that have the potential to cause both tangible and maximum harm, choosing the types of targets that are most likely to achieve success. Urban areas are priority targets, especially for cross-border terrorists, given the large number of valuable physical, cultural, economic and social infrastructure they contain. Soft targets are characterized as places with a high density of people and a low level of security. Trying to find out why and how terrorist organizations do what they do is very important in order to identify the elements of motive, method and opportunity. In modern and democratic societies, it is based on the fact that citizens live in a free and open society without fear, and therefore the number of public spaces is large. Although there are security measures in these areas, they are not in the form of continuous and strict supervision. However, considering the increasing trends in this field of terrorists and other extremist actors on the use, transportation centers, parks, restaurants, shopping malls, special events, such as venues and facilities to ensure the safety of the communities and protecting the economy and lifestyles of the point of it is quite important. In this regard, in the study, it is evaluated how the target choices of terrorist organizations are, what characteristics of the areas expressed as soft targets are the targets of terrorist attacks due to what characteristics, and determining the reaction state of the society connected with the attacks contributes to the literature

Abstract
Günümüzde tehditlerin ortaya çıkış şekli ve risk içeren alanlar değişime uğramış, özellikle sivillere ve sivillerin yaşam alanlarına, bir başka ifade ile yumuşak hedeflere yönelik gerçekleşen terör saldırıları, ülkeleri derinden etkileyebilecek düzeyde riskli yerler haline gelmiştir. Teröristler özellikle kamuoyunun dikkatini çeken saldırılara yönelmekte ve özellikle, başarıya ulaşma olasılığı en yüksek olan hedef türlerini seçerek, hem somut hem de maksimum zarar verme potansiyeline sahip varlıklara saldırı gerçekleştirmektedirler. Kentsel alanlar, içerdikleri çok sayıda değerli fiziksel, kültürel, ekonomik ve sosyal altyapı göz önüne alındığında, özellikle sınır aşan teröristler için öncelikli hedeflerdir. Geleneksel terörizmde geçmiş dönemlerde ağırlıklı olarak hükümet, mali, kritik altyapı veya askeri hedeflere saldırılırken, bugün terörizm değişen doğası gereği savunması zor olan, günlük kalabalık kentsel alanları giderek daha fazla hedef almaktadır. Şehirlerde kültürel, tarihi ve ekonomik merkezlerin yer alması, sivillerin günlük yaşamlarında bu alanlarda sıklıkla bulunması, yumuşak hedef olarak adlandırılan alanların terör örgütleri için korkuyu ve kaosu arttırıcı, psikolojik olarak yıkım gücü yüksek alanlar olarak nitelendirmelerine neden olmuştur. Yumuşak hedefler literatürde genel olarak, yumuşak hedefler, yüksek insan yoğunluğuna ve düşük güvenlik seviyesine sahip yerler olarak karakterize edilmektedir. Terör örgütlerinin yaptıklarını neden ve nasıl yaptıklarını bulmaya çalışmak, güdü, yöntem ve fırsat unsurlarının tespit edilebilmesi için oldukça önemlidir. Bu nedenle teröristlerin hedef seçiminin anlaşılması örgütlerin nasıl hareket edeceğini tespit etmek kolaylaşacaktır. Çalışmada bu doğrultuda terör örgütlerinin hedef seçimlerinin nasıl olduğu, yumuşak hedef olarak ifade edilen alanların hangi özellikleri sebebiyle terör saldırılarına hedef oldukları ve saldırılara bağlı toplumun reaksiyon durumunu tespit etmenin, literatüre katkısının olduğu değerlendirilmektedir.
